No person shall occupy as owner-occupant or let to another for occupancy any dwelling, dwelling unit, or rooming house or rooming unit for the purpose of living, sleeping, cooking or eating therein, which does not comply with the requirements of Sections 15.36.170 through 15.36.190, inclusive, of this chapter nor shall any person use as owner or user or let to another, any building which is unfit and unsafe as determined by the standards of this chapter, and which does not have plumbing and heating equipment that is safely maintained and in good working condition.
